Necessity for registration

Summary

No one may drive a motor vehicle, and no owner may allow it to be driven, in any public place or elsewhere unless the vehicle is registered under this Chapter, its certificate of registration has not been suspended or cancelled, and it carries the registration mark displayed in the prescribed manner. Vehicles in a dealer's possession may be exempt subject to conditions prescribed by the Central Government.

Example

Ravi buys a new scooter and rides it around town before getting it registered and without fixing the registration mark. Under this section he may not lawfully drive it, and as owner he cannot permit others to drive it, until the scooter is registered, the certificate of registration is valid, and the registration mark is displayed. A dealer holding a vehicle may be exempt under Central Government conditions.

Enacted text

No person shall drive any motor vehicle and no owner of a motor vehicle shall cause or permit the vehicle to be driven in any public place or in any other place unless the vehicle is registered in accordance with this Chapter and the certificate of registration of the vehicle has not been suspended or cancelled and the vehicle carries a registration mark displayed in the prescribed manner:
Provided that nothing in this section shall apply to a motor vehicle in possession of a dealer subject to such conditions as may be prescribed by the Central Government.
