Summary
If the State Government directs, reports sent under section 157 must be routed to the Magistrate through a superior police officer appointed by the State Government. That superior officer may give instructions to the local police officer, record those instructions on the report, and must transmit the report to the Magistrate without delay.
Example
Ravi files a complaint and the local officer completes the inquiry and prepares a report under section 157. The State Government has ordered reports to go through a superior police officer; that officer writes instructions on the report for the station officer, records them, and immediately sends the report to the Magistrate.
