No unnecessary restraint

Only the minimum physical restraint needed to stop an arrested person from escaping may be used. Unnecessary chains, extra handcuffs, or excessive force are not allowed. The limit applies from the moment of arrest while the person is in custody.

Ravi is arrested after a complaint and taken to the police station. Officers handcuff him to prevent escape, but then chain him to a bench even though he is under supervision. Under this rule, chaining him further is unnecessary and not permitted.
